Implement the National Target Program on Employment in 2009 in the context of the forecast that the number of unemployed workers in the whole country tends to increase due to the impact of the global economic recession; In order to promote the development of the labor market in District 8, creating a premise for gradually turning job placement into a regular activity, helping young people and the labor force who are in need of finding jobs in the area. the district has the opportunity to find jobs, meet the labor recruitment needs of businesses inside and outside the district.

The People's Committee of District 8 in collaboration with the City Job Center organized the Job Exchange Floor 2nd session in 2009 with the theme "Accompanying District 8 workers on the way to finding a job" at 8:00 a.m. on April 12, 2009 and ending at  17:00 of the same day at the People's Committee of District 8 (No. 04, 1011 Street, Ward 5, District 8).

The Ho Chi Minh City Job Exchange (Session 2) in District 8 attracted more than 3,500 turns of young people looking for work at 56 enterprises participating in labor recruitment (20 units advertised on job networks). As a result, there are 1,065 employees have been notified to accept the job. At the same time, granting loan consideration for 09 small business and self-employment projects that meet the requirements of local youth with the amount of  160 million.
